Capital Development

Western Health is continuing its commitment to Melbourne’s Western Suburbs by making long-term capital plans for future growth.

The West requires approaches to health care infrastructure that are visionary, ambitious and enduring. These investments strengthen our ability to care for our rapidly growing, multicultural and socioeconomically diverse community.

Capital Development is strongly aligned with the Western Health Strategic Plan – in particular the Strategic Direction -we deliver services for the future.

Capital Development manage large number of infrastructure projects, from major new builds to smaller refurbishment projects, across all Western Health campuses and is responsible for project oversight, from inception through to commissioning and supporting occupancy.

    Capital Development is a relatively small, professional team committed to driving the successful delivery of Western Health’s capital building works infrastructure portfolio.

    The division is currently going through an exciting period of growth in response to a large number of planned and funded infrastructure projects under development across the Western Health network of hospital sites.

     

    Capital Development provides a wide range of infrastructure project management activities including:

    • Oversight and liaison with Department of Health (DH) and Victorian Health Building Authority (VHBA) on Major Capital Development projects >$5M, including FF&E, and ICT deployments;
    • Oversight and project management of Capital Development Projects <$5M (External & Internally funded), including FF&E & ICT deployments;
    • Co-ordination and oversight of the Western Health Capital and Asset Management Plan (CAMP);
    • Co-ordination and oversight of Western Health Capital Infrastructure Grant Funding submissions
    • Co-ordination and oversight of the WH Service Planning & Capital Development Steering Committee.

     

    Capital Development provides a range of core information and capital related services including:

    • New and refurbishment project works, including feasibility studies and supporting funding applications
    • Capital & Asset Management oversight in conjunction with the Engineering and Digital and Technology Services Divisions
    • Monitoring & reporting of the Western Health Capital Works Program
    • Capital Development projects financial management & reporting

    New Hospitals

    New Footscray Hospital Construction of the new Footscray Hospital is set to be completed in 2025, replacing the existing 1950s built hospital. The new hospital will include more than 500 beds; acute facilities including an emergency department; specialist facilities including cardiovascular, operating theatres and procedural spaces, clinical support spaces; and teaching, training and research spaces.     New Melton Hospital Construction of the new Melton Hospital will begin in 2024 and is set to open in 2029. The new hospital will include at least 274 beds, a 24-hour emergency department, ICU and services including maternity and neonatal services, mental health, radiology and outpatient care.
